A Neighbourhood Plan for the Dormington and Mordiford Group of Parishes -
a chance for you to help shape the future of our villages

 Dear Residents,

'Neighbourhood Planning' is a new opportunity. Until now, Herefordshire Council has controlled planning issues concerning our four parishes. Now, National Government has given residents the opportunity to have a legally-binding say in planning decisions.

But ONLY into the hands of parishes that have prepared a Neighbourhood Plan, which takes into account the views of all residents and local businesses/organisations.

With a Neighbourhood Plan you, the residents, will influence the future of our villages.

Without a Neighbourhood Plan, all planning decisions will be out of our control for years to come. 

Although there are no current plans for development in the Group Parish, other than the Sufton Rise affordable housing scheme already approved, Mordiford Group Parish Councillors believe a Neighbourhood Plan is the best way forward to protect the beautiful area in which we live.

Seeing it through successfully will be a big undertaking and we will be asking for and needing your help. However, we think not having a Plan could lead to inappropriate development in the future, and decisions being taken by Herefordshire Council without your input.

We seek your agreement for starting the Neighbourhood Planning process.

We strongly recommend that you reply by ticking YES on the reply slip and handing it to your parish councillor who will visit you to collect your response, or email YES and the name of your parish to the Parish Clerk, Mrs Chris Bucknell, clerk@dormingtonmordifordgroup-pc.gov.uk by 15th February at the latest.  Please understand that not replying has the same effect as a NO response, as we are seeking a convincing mandate to proceed.

The Parish Council will keep you informed at every stage of the preparation of the Neighbourhood Plan.

If a large percentage of residents ticks 'YES' to having a Neighbourhood Plan (on the reply slip or by email), the Parish Council will apply to Herefordshire Council stating its intention to make a Neighbourhood Plan for the Dormington, Checkley, Priors Frome and Mordiford Group of Parishes. You will then see planning notices throughout the four parishes. These notices will simply confirm that the Parish Council has applied to create a Neighbourhood Plan for the area. Then the fun begins!

A Neighbourhood Plan for the Dormington and Mordiford Group of Parishes

This summary provides some of the main reasons for creating a Neighbourhood Plan.  

 

More powers are being given to Parish Councils in the UK.

The powers will include planning for housing and land use within Parish Council boundaries.

These changes are driven by the new Localism Act, which has reformed the national planning system to give local people the right to shape the development of their communities.

Parish Councils are now being invited to make Neighbourhood Plans to set out a long-term vision for their Parishes and planning policies for the use and development of land in their area.

Only Town and Parish Councils will have the authority to make a Neighbourhood Plan. However, the Plan must be based on extensive consultation with residents, businesses and local organisations, and with planning professionals. It must conform to County and National planning policies and it will not come into force unless the completed Neighbourhood Plan is accepted in a referendum of Parish residents.

A Neighbourhood Plan might include issues and policies such as:

·        Identification of sites for, and acceptable numbers of both new and affordable homes per year

·        Outline design guidance for new buildings in the area

·        Provision for businesses, services and shops to set up or expand in the parishes

·        Provision for expansion or improvement to existing facilities such as schools, village halls, surgeries

·        Provision for infrastructure and services, such as utilities, drainage, roadways, cycle ways and footpaths

·        Identification/protection of sites for community use, e.g. play areas, sports fields, nature reserves

·        Provision for protection of important local buildings and other historical assets

·        Promotion of renewable energy schemes and projects

·        Restriction on types of development or change in use, where appropriate

Creating a Neighbourhood Plan is not compulsory. However there will be significant benefits for Parishes which have them. Not least, a Neighbourhood Plan will have force in law, and will therefore have to be taken into account in any planning decisions to be made.

Having a Neighbourhood Plan in the Dormington and Mordiford Group of Parishes will mean that you and other residents will have an increased ability to influence any development within our parishes and villages.

If we do not have a Neighbourhood Plan, someone else will make decisions about what happens here, whether residents like it or not.

In order to create and implement a Neighbourhood Plan, the Dormington and Mordiford Group Parish Council will have to carry more responsibility than ever before. With your help and support, we are committed to rise to this challenge.
